A: I don't think there is a new law. Basically what happened is that in California, a client of Verizon wireless wanted out of his contract. The penalties were issued to him and he took them to court. The courts ruled that clients could not be fined for discontinuing services, and it helps establish a presidency for future laws, but I don't think one has been passed as yet.
