A: Not necessarily. You have to have some reason to talk to them. If you just go up and talk about the weather, most likely the conversation won't last long. Find out from friends what she is interested in and talk to her about that. Then you can make plans to do whatever it is together. Don't be nervous. Guys with confidence are much more attractive.
