A: Anywhere considered to be "remote" - I would say your best bet is in the North Park area. There are still some nice areas (hit and miss), but the cheapest areas are yes, probably southeast San Diego. Keep in mind, you get what you pay for - your safety is probably worth a couple extra bucks. Anywhere you see bars on the windows or a ton of graffiti is probably not a good bet...
